Step 1:
If your blog is new and not having any widgets then skip (Optional) steps.

If you changing your old blogger templates then follow all the Steps.

Why Backup? Because you will lose some of your current widgets, especially HTML/Javascript and Text widgets, when you installing a new blogger template.
Step 1a: (Optional) Backup your important widgets.
Go to Template > Page Elements. Choose your important widgets and click Edit.
For example, i will backup my Recent Readers (HTML/Javascript) widget.
Copy everything in “content” area and paste in a text editor and save it to your computer.

Step 1b: (Optional) Backup your current Full Template. Go to Template > Edit HTML. Click Download Full Template and save it to your computer.
Step 2: Go to your Blogger "Template".
Step 3: Go to "Edit HTML".
Step 4: Choose your blogger xml file. Click "Browse" as shown in the picture. Select the new blogger template XML file.
Step 5: Click upload

Step 6: If your blog already contains some widget and its not included in current template then you will get following message

Click Confirm & Save.
Step 7: If your successfully installed your template you will get following message in top.

Step 8: Finished.

If you getting "We were unable to save your template .
Please correct the error below, and submit your template again.
More than one widget was found with id: HTML13. Widget IDs should be unique". Message then follow these steps

1. Rename the one duplicate widget with new id. Example you getting error message "more than one widget was found with id: HTML 2." Then rename any one widget id into HTML3 .
2. Click the "Save Template" button.
3. If the duplicate Id still occurs. rename it again to another id. eg: HTML4, HTML5 and so on.

My Template settings only has "Edit HTML" "Pick New" "Customize Design" & "AdSense". Not what tour screen shots show? And there is no place to upload the XML files. Is this a setting on my blog that's being missed? or have they changed the way blogs are edited and we can't use this template?
Thanks.

I have successfully uploaded the template "Dark World." But when I go to settings to set up my page elements, the work area is only showing information about 1/2 in deep. I have to try and scroll through only seeing 1/2 at a time. I know with other templates this area is full screen. Is this a problem with the template I chose?
